Yes but fade, the shield buddy with the 7V take some time to turn on the 3 leds because of the current limit in 1A.

The pins 5V and Gnd are in short some hardware is faulty.

A ShieldBuddy should draw around 200-300mA from the 9V supply. It sounds like your board is faulty in some way. Does the TC275 get very hot?

When connected to the USB I get 3,7V between the 5v and GND pins.

When the jumper is in the USB position, the VCC and the GND of the USB are in short.
